Institutional Reform and Open Governance

External assessment sector reform
Eduwatch has since 2019 been conducting operational research into the conduct of the West African Senior Secondary Certificate Examination (WASSCE), while reviewing institutional, legal and policy systems within the external assessment sector with the aim of improving credibility, responsiveness and relevance. As the only Civil Society Organisation operating within the external assessment sector space, the MoE has relied on our annual WASSCE Monitoring Reports and technical advisory to initiate questions security and examination malpractice reforms in WASSCE, leading to the near elimination of questions leakages in WASCE since 2022. We are working with the MoE to pursue further institutional, policy and legal reforms in the external assessment sector.

Open Governance Reform - The Eduwatch Open Governance Index
Our Open Governance Initiative, which uses the annual Open Governance Index (OGI) Report to stimulate enhanced compliance and adoption of open governance, has enhanced transparency and responsiveness of ESIs, including the establishment and regular updating of websites, social media handles, production and publishing of annual reports to account for their stewardship. Others include development and publishing of strategic plans, and responsiveness to Right To Information (RTI) requests under Ghana’s RTI Law.
